– Intermediate Course –
This course focuses on how green procurement can be effectively implemented by public bodies in Ireland. Gain insight into the latest policy, legislation and criteria as well as tried-and-tested approaches which are delivering results. The programme will specifically address the needs of the new Circular 17/25 entitled “Updated Green Public Procurement Instructions for Public Sector Bodies”.
Date & Duration
This course is delivered on-line via Zoom as two half-day programmes. It is possible to book either one or both sessions – however in order to attend the second session participants should have recently completed an introductory course on GPP, if they have not attended the first session.

Target Audience
This course is designed for participants experienced in the practical application of public procurement who are seeking to expand their knowledge of the options available to comply with Circular 17/25 and promote the Green / Climate Action/Circular Economy agenda in a proactive way. No experience of green procurement is necessary.
Learning Outcomes
Course content has been fully updated to reflect the latest developments in 2025, so this course is suitable for meeting the ongoing training requirements under the Buying Greener strategy. The trainer Abby Semple has over 18 years of experience with public procurement, including 15 years working on sustainable procurement in Ireland and across Europe. A variety of case studies, practical examples and exercises are included in each day’s content. Participants will also receive reference documents to assist with GPP implementation.
Course Content
Day 1 – GPP Fundamentals
- Policy and Legislation: Buying Greener, Circular 17/2025 and EU/Irish legislation
- Key approaches to implementing GPP and sources of criteria
- Planning for GPP: How to prioritise, assess needs and consult the market
- Setting and evaluating green criteria: specific examples of criteria relating to ICT, professional services, facilities management, cleaning and catering and other commonly procured categories

Day 2 – GPP Implementation & Reporting
- Life cycle assessment and life-cycle costing
- Contract management for GPP
- Reporting obligations under Circular 17/25
- Adopting and implementing a GPP Strategy
- Questions and answers
Note: the programme is designed to be a mix of knowledge sharing and interaction between participants.
